As they say that the more marketing you do the better will be the results, Technically it's not required to have your website or a blog but having one will add to whatever you are doing. Think about someone joining your group while you are in an evening nap, or driving, walking or having lunch or dinner or anything for that matter.
Most of the people cannot afford websites not because it is expensive but reason like maintenance and making changes or frequent updates or may be not having enough knowledge to build one themselves and eventually marketing them.
If you cannot do a website I would suggest use a blog. Google offers free blog and make sure give a very catchy name of the domain so when you ask people to join it would look interesting.
Maintaining blogs are very easy and there is tons of information out there on how to create and maintain your own blog.
Bottom line is the more you market the better you get in this game.
