Whether or not to encourage a PSA to become a Team Leader depends on their commitment and ability to have a standing order (SO) worth 1500 VP.
I advise PSAs who want to be a Team Leader to save as many one-time VP as possible for following months.
It's possible, but not advisable to become a Silver Team Leader the first month, because it will be very difficult to even be Bronze the following month. This could lead to discouragement and quitting the business.
If a new PSA can't afford an SO, then they will need to remain an EA/EA2 until they build up a team of their own PSAs and/or find a way to put income into their business. To be a Team Leader you need 1500 VP to come from purchases or sales from their TripleClicks Store. A sponsor can help them until they get to that point by giving a gift certificate.
If they can afford an SO worth 1500 VP per month, then I would encourage them to become a Bronze Team Leader the first or second month. 1500 VPs will guarantee qualification for at least EA every month. The rest of the points need to be active VP from doing daily, weekly, monthly tasks, playing games, supporting EA2s and above, and so on.
With an SO of 1500+ an affiliate will receive 100 VP, have 2 extra entries available to enter the Daily Grand Prize, automatic entry into the E365 everyday for one year whether or not they log in daily.
They will receive 12 TCredits per month, 2 new CSAs and one share of second home CSAs. They can get matching VP from any of their downline who are EA2s (EA for 2 months or every month.)
Your PSA will need to be aware of the added conditions for being a team leader, such as keeping up their leadership page and getting ratings of 3 stars or more from their downline.
To become and remain a Silver Team Leader will require that they sponsor PSAs and get them started with duplication in their own business. No one can climb the ladder any higher without having active first line PSAs. There are many actions that can be done only once to earn active versa points, such as Getting Started, Intermediate Actions, and Launchpad exercises.
Make sure your new PSAs are aware of that so they can set proper goals for themselves.
Hopes this helps.
