When is the best time to upgrade your rank from EA to Team Leader?

The best time to upgrade your rank is from day 1 and I'll tell you why. The more VP you accrue the more shares you get from the EP. Team leaders get matching shares but if you have no active team then you will not have matching shares. Your 2nd month you are guaranteed to have a team because as a TL you will get second home CSAs. So in your 2nd month, you'll qualify for matching shares on all of your EAs. Every month as a TL, you will get a fresh batch of second home CSAs. That's what I call growth on autopilot!
Moreover, you want to set the expectation for your team. If you don't become TL asap then you will not inspire your PSAs to be a TL. You have to lead by example. Don't expect your PSAs to do more than you are willing to do.
In addition, there are more perks that come with TL status such as more TCredits, express affiliate support, create your own SFI approved promotions as an STL or higher, and a prestigious badge announcing to all comers that you are serious about your business. Only you can limit your income at SFI so why not follow the rules of success and aim high and dream big.

Is it wise to 'bribe' your downline with Gift Certificates, TCredits or other incentives? Or does this practice come back and bite you?

Never bribe your affiliates. If they too sorry to do what they know they are not willing to do then let them alone. Send your regular emails and include them in those. We are not in SFI to twist arms, baby sit, or spoon feed independent business owners. So that is that.
However you most definitely should recognize and reward achievement. I always send E-cards to all of my PSAs when they win in the daily grand. If I have time, I'll even send E-cards to my A2A friends. Everyone needs a pat on the back sometimes. It is highly encouraging when you achieve a milestone for your sponsor to send you a message congratulating you and/or thanking you for your commitment.
Never forget that their success comes first. Help your movers achieve there goals and you will find that miraculously you will achieve yours. As the SFI rules for success states, work with your workers. I say work with anyone willing to collaborate with you for mutual gain.

Should I advise new PSAs to slow down and not qualify as Team Leaders so quickly?

It really depends on the objective that they have. I think that everyone wants to earn as much money as they can as soon as they can so tell them to maintain the highest possible standard of achievement. Your business starts at EA but that is not the end. Your goal is to build DTL and have them build DTL. That's dedication and work so let them work smart and efficiently toward those goals. If you break up your work into bite size portions it helps to deter burnout. Burnout is common in this industry because it does take a bit to gain momentum but one you get it, it's downhill from there. Teach them to find a routine that is comfortable to maintain. You can't maintain 10 social channels, and 10 advertising platforms without fatigue setting in. Break it up and space it out so that your mind can breath and enjoy the journey just as much as the success obtained.

If persons I sponsor advance in SFI faster than I do, should I continue to try to train and support them?

Absolutely support them! You can always tell them that they are doing a good job. Never feel intimidated by someone else's achievements because they have different living circumstances than you do. If any thing, ask them how they are doing so well and learn from them. Communication is going to be important so learn how to communicate with them effectively. Some people want to be micromanaged and others just want to be left alone. When you learn to balance your communication, you will be more successful at supporting your overachievers. A little recognition and a word of affirmation can do wonders to keep them going.

This is an excellent question and I can tell you want is expected of a team leader because I am one and have be for years.
1. Team leaders are expected to empathize with their network. This means that when an affiliate writes to you asking for assistance that you remember what it was like when you were coming up through the ranks. Never forget where you come from and always try to take as many along with you all the way to the top.
2. Team leaders always follow the good rules of sponsorship found here: https://www.sfimg.com/Training/AwesomeSponsor
3. Team leaders are the best affiliates. It is because they have persevered and by hard work and dedication are they team leaders. They can mentor and guide others by their excellent example. So you should be able to lead and support. If you don't want to support others then being a team leader is not right for you. It is not a place for vain glory nor should their advice be lightly esteemed.
4. Never exploit your affiliates. While some may feel this is the case with team leaders. Remember you succeed when they succeed so it should not be too much for you to support them with the information that you have free of charge. While other services and tools do cost money minimize the expense for your team.
5. Never reward apathy. Good leaders know when you are pulling their chain. So don't do it. You will not get help. If you want help help yourself as much as you can and they will see this and be willing to do what they can. Don't give your network the impression that you will reward them for everything they achieve. They should know and understand that the fruits of success are enough. Teach them in such a way that they understand that there is a price to pay to be on top.

Should my ads link to my own webpage/blog...or to an SFI Gateway? Which is the best approach and why?

Link some of your ads to your own webpage/blog and some to an SFI gateway. Test and track between the two to find the best combination for you. This is the best approach because your ad results will depend on where you advertise, your skill sets, and tracking for improvement.
Moreover, consider that any SFI gateway will probably rank higher than your blog/website in the search engine results. This doesn't mean that you shouldn't buy your own domain and use it but you have to build up your seo in order to rank higher. So until then, use your SFI gateways and any domain that you own. Eventually you will find that your domain will serve you the best.

Is it worthwhile to create individual, personalized welcome letters to new PSAs using information from their Affiliate Profile?

I say yes it is advantageous to create personalized welcome letters. But a generic one will do at first. The reason is that you don't need to waste your time barking up the wrong tree. Give them some time to get adjusted to SFI. Monitor their daily activity. Someone that logs in sporadically has a higher likelihood of dropping out than someone who is consistently adding points. Be available to ask questions but let them work at a pace that they are comfortable with.
Then after you see that they have earned some badges and then use their profile to point them in the right direction. Once you've done that it is up to the individual to follow your recommendations. I've been doing this for years now and very few affiliates ever are as consistent as I have been by my badges. While logging in and doing daily activities is paramount if you miss a day it's not the end of the world since sales is the driving force behind your commission check and not points. You can set your financial destiny by calculating the number of sales it would take for your affiliates to meet their financial goals. Make sure they understand this information.
