I am not Internet savvy and have no clue about setting up a Website. Should I get a VeryVIP Hosting package or what other options are good?

After thinking for a while about what you're really asking, I would have to say that the answer is No, and you don't have any other 'good' options at this time. A website or blog is only a tool. Until you have some idea what a tool really does, or how to use it, why would you buy one?
You need to start with some basics. Go and get a free blogger account, and learn how to use that first. I say blogger because its integrated with Google better than the others (see: http://blogger.com). Anyhow, get an account there, and just blog about what you're learning. You can get some books from the library on basic internet and blogging stuff, or you can buy some of the ebooks in your TC section. Do some searches about things that you think you might want to learn about. Focus more on the marketing and promoting than on the website/blog.
Selling things on the internet is about marketing, promoting, and selling. Your website/blog is like a shop, and your home page is like the shop window. The website address is like the shop's name and address.
Figure out what it is that you want to do, and why you want to do it. Once you've done that you'll know what your better options will be, and perhaps be ready to open up a shop. If you've been running a free blog for a few months, and learned how to integrate the various Google and Bing tools, you'll know whether or not a VeryVIP package is right for you.

How can I find good sites for free or low-cost classified ads?
Affiliate since: 06/08/2012, Power Rank: 99999999
Safelists are another way to get free advertising, along with traffic exchange sites.
You can find them on Google, or Bing. Only sign up for the free bonuses, and track your ads for results. Don't pay for ads unless you get really lucky with a list.
Traffic Exchange sites are a little quirky, but sometimes it can be educational to surf them for a while. Again, only take the free sign up bonuses.
With either method, you can earn credits by surfing or reading emails, and by sponsoring other people into the programs.
*NOTE*
If you use safelists then you should get a couple of gmail accounts. One is for where they will send all their ads to, and the other is for the safelist's admin.

http://www.cybersuccessbiz.com/ is a good resource for finding safelists and traffic exchanges.

I have affiliates come to me for help who are not part of my team--should I help them or send them away?
Affiliate since: 06/08/2012, Power Rank: 99999999
You should help them, yes. And too, you should ask them about their upline and why that upline isn't helping them. If their upline isn't doing its job, then you should point out that they should give their upline an appropriate score on the monthly ratings...
How can I create a good ad?
Affiliate since: 06/08/2012, Power Rank: 99999999
Generally, the purpose of any advertisement is to attract potential buyers out of a crowd, and introduce to them your product or service. A 'good' ad is usually one that generates a lot of well qualified leads with minimal expense.
SFI has already gone to great expense to create and test a number of advertising means here:
https://www.sfimg.com/Resources/Marketing/StandardSponsoringAids
Have a look through the various ad types, and see what might work for you. Select something appropriate, and start marketing with it.
Next, pick a different ad, and do the same marketing with it.
Compare the results.
Once you've done your first split-test, you can start thinking about why your market responded, and what might get them to respond better. Make a few changes to your ads, and run the new versions.
If you enjoy doing this kind of thing, look up (Google) Bob Bly, and Clayton Makepeace. They are master copywriters, and have some free or low cost training available. (they make ads for a living)

What Website-builder software/service would you recommend for building a personal SFI Website?
Affiliate since: 06/08/2012, Power Rank: 99999999
If you are building an "SFI Website", then it probably is not going to be personal. SFI is a business, so treat your website as an extension of your business.
For building out your site, just use Wordpress. It is no longer just a blogging platform, but is now a complete content management system. Yes, if you want to waste a lot of time you could learn other systems, but why bother? There are tons of good free WP tutorials on the web. Also there is a plethora of great plug-ins and widgets which will allow you to customise your site. You don't need to learn html or csc, or any of that other fancy coding stuff (can be helpful though). You can have static pages, and opt-in forms, run your own advertisements, even have a newsletter. It comes with a basic membership ability, so you can limit access to certain pages for your downline, and leave the rest open for public viewing. Of course, it even has a built-in blog function so you can interact with your customers. Facebook and Twitter integration is easy, and Google loves it.
Your first website can be built out in a few hours, but will probably take weeks for you to decide on your colour scheme, text styling, pictures, and all the other options that are available to you. A great thing about WordPress is you can make changes to your sites without having to take them offline.
With Wordpress, the other stuff is too complicated or just out of date.

What attitudes make the difference between achieving mediocrity and success?
Affiliate since: 06/08/2012, Power Rank: 99999999
Initiative and Motivation are two big differences between those that achieve only mediocrity, and those who become what we generally regard as successful.
If you are trying to encourage your downline, I suggest going over what motivates them, and discussing what initiatives they may be willing to take.
