I actually conducted a short study to answer your question.
According to Wikipedia, targeted advertising is a type of advertising where, in order to reach as many prospects as possible in the most efficient manner, ads are placed as to reach a specific group of people. This group of people is defined with a common trait or set of traits. These traits are divided into two groups significant to advertisers:
1. Demographics, which usually includes gender, age, ethnicity, location, knowledge of languages, marital status, employment status, etc. Marketers usually combine several variables to define what's called a DEMOGRAPHIC PROFILE. Demographic profile represents a typical member of the targeted group.
2. Psychographics, which includes activities, interests, opinions, values, beliefs, behavior. These are often called IAO variables, because they mostly focus on Interests, Attitudes and Opinion.
So, your first step is to have a clear vision of who the typical person you want to address with your advertisement is. In other words you have to make a complete demographic and/or psychographic profile. Next step is to create an advertisement that will target exactly that typical person and no one else. This means that your ad shouldn't or mustn't be broad and general, but quite the opposite, it should be very specific and targeted.
When you place, so-called paid advertisement, for example on Facebook or Google, you have the ability to make demographic and psychographic profile by choosing a set of offered variables. This makes targeted advertising a lot easier because your ad will be sent only to your targeted group of people. Still, your ad has to be efficient, so make sure you address your group properly by choosing text and images accordingly.
When placing free ads by posting on social networks or free classifieds, you have to pay even more attention that your text and images address the right audience. You can also place targeted ads in groups, forums or communities, where your targeted group gathers. For example, if your demographic profile is a young mother from a specific country, you can find FB groups, or Google+ communities, or even forums, where young mothers from that location exchange information and experience and place your ad there.
