Is it worth it to keep sending supportive emails to PSAs and CSAs who have 0 VP and been inactive for weeks or months?

I have always felt that sending our supportive emails to PSA's and CSA's who have 0 VP and have been inactive for weeks or months.
After reading more of the reviews on this subject on Ask It is correct to treat them as equal.
You will never know when one will receive an email or they also may read one of our Newsletter that is sent to them that may inspire PSA or CSA to sign back in and begin continuing were they left off.
What would be a better goal and why? Sponsor hundreds of new PSAs every year or teach a smaller number of EAs to each develop EAs themselves?

I would say that Sponsor hundreds of new PSA's every years. It takes many month to teach your PSA's
them to become EA's.
By this time they reach the understanding they are well knowledgeable to move to the EA's
Once the reach EA's they will be able to develop there PSA's to become EA's.
